24×7 Fire Prevention, Firefighting & Emergency Response
1. Objective
To provide trained, experienced, and certified fire crew for 24×7 fire prevention, firefighting, emergency response, and fire safety management at the client’s premises, ensuring compliance with statutory and insurance requirements.
2. Scope of Services
2.1 Fire Prevention & Surveillance
- Continuous fire watch and patrolling of plant / building areas
- Monitoring of fire-prone and high-risk locations
- Ensuring good housekeeping and removal of fire hazards
- Verification of hot work permit compliance
- Checking safe storage of flammable materials
2.2 Firefighting & Emergency Response
- Immediate response to fire, smoke, explosion, or overheating incidents
- Operation of:
- Fire hydrant & hose reel systems
- Fire pumps (Electric / Diesel / Jockey)
- Fire extinguishers (all types)
- Fire alarm & detection systems
- Rescue and evacuation assistance
- First aid & burn injury management
- Coordination with local Fire Service during major incidents
2.3 Operation & Monitoring of Fire Systems
- Daily inspection and operation of:
- Fire pumps & pump house
- Fire water tanks & valves
- Hydrant and sprinkler systems
- Fire alarm panels
- Maintaining system readiness at all times
- Recording operational parameters
2.4 Inspection, Testing & Maintenance (ITM)
- Routine inspection of fire extinguishers
- Hose, hydrant, and valve checks
- Sprinkler valve & alarm testing (basic)
- Identification and reporting of defects
- Coordination with AMC / EPC contractors for rectification
2.5 Documentation & Records
- Maintaining fire station logbook
- Daily duty & occurrence register
- Fire pump test records
- Fire extinguisher inspection checklist
- Incident / near-miss reports
- Monthly fire safety status report
2.6 Fire Safety Training & Awareness
- Conducting fire drills & evacuation mock drills
- Fire extinguisher operation training for employees
- Safety toolbox talks & awareness sessions
- Support during statutory inspections & audits
2.7 Statutory & Compliance Support
- Ensuring compliance with:
- NBC of India
- State Fire Service rules
- Factory Act provisions
- Insurance (TAC) guidelines
- Assistance during Fire NOC renewal
- Support to Fire Audits & Safety Inspections
3. Manpower Deployment
3.1 Fire Crew Structure (Indicative)
- Fire Officer / Fire Supervisor
- Leading Fireman
- Fireman / Fire Technician
- Driver-cum-Operator (if fire tender available)
(Deployment as per client requirement & risk level)
3.2 Duty Pattern
- 24×7 deployment in shifts (8 / 12 hours)
- Standby crew during high-risk operations
- Relief staff arrangement
4. Qualification & Training Requirements
- Trained fire personnel with:
- State Fire Service / CISF / Defense / Industrial Fire training
- Valid medical fitness
- Experience in industrial / high-rise firefighting
- Periodic refresher training by service provider
5. Tools, PPE & Equipment
- Fire proximity suits (as applicable)
- Helmet, gloves, boots, BA sets (if specified)
- Portable fire extinguishers (standby)
- First aid & rescue tools
(Major fire equipment provided by client unless otherwise specified)
6. Roles & Responsibilities
Service Provider
- Deployment of trained manpower
- Compliance with labor laws & statutory requirements
- Replacement of absentee staff
- Training, supervision & discipline
Client
- Provide fire infrastructure & utilities
- Access to fire station & facilities
- Support during emergency response
7. Performance Standards
- Zero tolerance for unattended fire risk
- Response time as per site emergency plan
- Compliance with SOPs & EHS requirements
8. Exclusions
- Major repair / replacement of fire systems
- Supply of permanent firefighting infrastructure
- Third-party statutory fees
9. Contract Period
- Initial contract: 1 Year
- Extendable based on performance
Conclusion
The hired fire crew shall ensure round-the-clock fire safety, emergency preparedness, statutory compliance, and protection of life and property at the client’s premises.
